Lulu and Bard

I was recently playing Lulu, and I bought Rylai's crystal scepter, an item I normally buy on Lulu, and I noticed that Pix auto's, which are independent of Lulu auto attacks do not proc the Rylai's. Now I never thought of this before, but I was also recently playing Bard, who, with a little research, does proc rylai's with his meep auto attacks. These are also independent of his attacks, so if Bard meeps proc the scepter, why doesn't Lulu pix shots proc it? I don't know if this is intentional, and this may not be a bug, but if it isn't, I propose that she should proc Rylai's with pix shots.
