I re-rolled three skin shards, so I thought I would get a permanent skin in my inventory , however when I re-roll all three , I get junk yard trundle , problem here is I don't even own trundle so I never got the skin and its just there , is this a mistake by riot or them just trolling me ?

It's intentional you reroll three shards and get a random skin permanent (even if you don't own the champ).

This isn't a mistake. As Masted Lunatic stated below, it's possible to get a shard for a champion you don't currently own.
