Skins I own not being able to be used?

I bought the Guqin Sona a while back and I'm not able to use it in game. It even says I have to buy it when i go to select it. Am I the only one having this problem? I would like my rp back if I can't even use the skin :/ that's kinda stupid imo..[slayer-jinx-unamused]
