Can't pick the champion the guy who picks at the same time as you has preselected?

I am really confused by this, since i haven't preselected any champion and the guy right below me preselected the champ i wanted to play.

Couldn't select the champ, others were fine.

When has that been changed or is it a bug?

There was a bug awhile ago where some champs just didn't show up in champ select. Could you just not see the champ or were they greyed out?
