Game Running 50% Slower In Game

So I was playing some normals when half way through the game my Lee Sin and the enemy Vayne start complaining that their game is running like they have slo-mo on as if they were in Spectator mode. Anyone else having this problem, or to any similar effects?

Happens to me now and then since the update. Only for a few seconds at a time and maybe 3 times a match.
