ARAM rerolls not getting refunded after champ select dodges

So, apparently on the new client you don't get your ARAM rerolls refunded if someone dodges the lobby before the game starts. Just had it happen twice in a row where I rerolled, someone dodged, then in the next queue I didn't get the reroll back. Is this a bug or was this seriously overlooked by everyone? It's really frustrating considering how much dodging there is in ARAM.
