Is the map mission still bugged?

I just completed the Zaun, Targon, and Shadow Isles missions but it is only showing 1/10 for the overall progress. I only have 4 location missions left (Noxus, Shurima, Piltover, and Demacia) so if it's not tracking properly am I just not going to be able to get it?
