Movement Stutter Bug (LINK TO YOUTUBE)

This has been happening for a long time now. Whenever I click to move, my champ always stutters. This happens almost all the time unless there are enemy champions near. This does happen with minions around, but less often. Please look into this Riot. It happens both on Mac and PC. I am running Windows 7, and running osx 10.9.5.
