Gifting only works one way

i can gift anybody on my friends list but i dont show up on their gifting list

steps to reproduce

1. friend goes into store
2. attempts to gift anything expected result: will show up in gifting list observed result: don't show up in any friends gifting list reproduction: 1,000,000/1,000,000

I wrote a ticket to riot support but received no help aside from an automated response about needing to be in the parameters for gifting friends. pls help
