[Gameplay] Katarina Shunpo doesn't work on Jarvan's flag

This came up in the Summoner School subreddit, and we had some discussion about it - Demacian Standard is targetable by teleport and by Lee Sin's Safeguard, but not Katarina's Shunpo. I don't have an exhaustive list of what champions can and can't interact with it, but this seems like the kind of inconsistency that should be filed as a bug.

Would like to get a redpost weighing in: Unintended Exception, or Working as Intended?
