PREFACE: I can't find a picture that doesn't show a summoner name online, I don't have any sort of photo editing program, and I'm lazy, so there's no picture. Sorry about that, go take 5 minutes and see it for yourself.
Soraka, when using Zhonya's.... turns blue, instead of gold. Enjoy it while you can, it's amazing.

So you're right!
Generally, a blue texture means there's a missing texture, in this case, the golden Zhonya's texture. I was able to reproduce with without disconnecting/reconnecting.
I'm going to dig a bit more and see what's going on here. Thanks for the report!
If you read the comments in the link you posted you'd see it's not really a bug, it's more of an issue with your game not loading the files properly. Reconnecting to the game will usually fix it and it can happen with waaaay more things than just Soraka zhonyas.
inb4 riot releases chroma skins for zhyonas.
