[CLIENT] Description of Abilities

So ever since the release of champion mastery (and I believe a little just before the live release,) if I go to check a champion and hover my mouse over the abilities, there used to be a small description of the ability which I really liked having, even though I might have known ahead of time what the ability did, it was a nice feature. Now it's no longer there. I attached an image to show what I'm talking about because odds are my description of what I'm trying to say is absolute ass.

I was wondering if this feature was removed or if it's an actual bug, so I made a support ticket first, and apparently it wasn't intentional so here I am.
