You can do that since forever 1000 patches ago. That's not a bug. The wall's thin so you can get pulled over it.
You can Death Sentence pull over.. Flay over.. Blitz Q over.. Shaco clone over.. Shaco Q over.. etc etc. anything larger than the wall, or with a disrupt distance larger than the wall can pull or put another champion past it
