Yorick ult and minions don't cause turret agro when yorick is under tower

Is this a bug? He cant ult e step out from tower and then come back in range and he won't take agro. Every dot in the game would retake agro why would yoricks minions do it? and Annie's tibbers used to cause you to take aggro(don't play Annie much anymore so i can't say it still does)
