Reports and Honors Bug?

Whenever I report someone in the after game lobby, I am able to honor them afterwards. It also does it where I am able to honor then report. I am fairly sure it was not always like this. I remember once you either reported or honored, you were unable to preform the other. This is not really anything to bad, but I don't believe this was intentional. Does anyone believe that this should be allowed?
