[Client] Game freezes every ~30 seconds (fps drop?)

Ever since the updated map was released I've noticed performance issues. Since I started playing again a few weeks ago I've experienced the worst freezing in game. Every 30 seconds or so my game will freeze up. I think the "freezing" is due to the fps dropping quickly, resulting in missed frames. It's very frustrating to play with and really negatively impacts my performance and the game experience as a whole.

I noticed in some threads that people were reporting similar problems and suspected it might be due to a bug with Nvidia graphics cards.

I updated to a Nvidia GeForce GTX 760 in late summer of 2014. I don't know if this is the reason. My computer is very fast, i can play games such as Rome Total War 2 on "extreme" graphics settings. I've tried lowering grfx settings on LoL and closing out all programs/processes in the background. no luck

1. Start game
2. Play

Frequency of bug: Every game, every 30 seconds, usually worse in the beginning of the match.
