Team and champ select chat bug

I have run into a bug where in team chat and champion select chat the chat will not show any typing but I know that when I type and send it, my friends can see what I say. It did fix itself for one game when I restarted my computer but then the next game it happened again. This is very annoying and sometimes I don't know where my teammates are going and can go a lane where someone else is when I think they are elsewhere. If there is any fix please inform me or what you did to get rid of this if you had it. Thank you and if you need anymore info just ask.

P.S. I know there's a video of the bug out there but not sure how to find it.
