1 IP skins?

I have heard 3 separate accounts that last night, 2 people in Cali and 1 in Nevada got legendary skin Surprise Party Fiddle as well as Prime Time Draven for only 1 IP. I am not sure how accurate the information was but I thought i would report it!

I might add they posted pictures from a phone and the account was located in NA.
