[Gameplay] No assist on Sett E or Ultimate.

I have been playing a lot of Sett and have ran into a consistent bug where as Sett if you E or Ultimate someone near their death without having hit them and they die before the animation finishes and the damage applies you will not get an assist despite having crowd controlled them.

Steps to reproduce:

1. E or Ult a target near death.
2. Have the target die before animation completion/damage but after they have been hit by cc.
3. Receive no assist.
