Frame/screen skipping with Taric (W)

After some digging, I found another person with the same problem. I linked their video. Basically, if you have (W) Bastion cast on an ally, it creates the star path animation from you to them. It causes the screen to "skip," regardless of whether the screen is locked or not.

Doesn't seem to matter how high or low my video settings are. I'm on a decent machine with a good internet line - framerate capped at 60fps and 34ms. Anyone else having this issue? It's been around for a while... I just started to get into Taric again and remembered why I stopped playing him. Very distracting bug.
