[Gameplay] Jayce hammer/cannon not closing upon expending charge

Jayce hammer/cannon does not close when using the charged attack. It remains in the open state for the entire game in both hammer and cannon modes. This is apparent when he appears in Ekko's champion spotlight. Does not apply to Forsaken Jayce as he uses a different hammer model.

Jayce's armor/mr shred in ranged form will also not apply to targets if he first attacked a turret, requiring a switch to hammer and then back again.
