Yasuo's Q while CC'ed

I have been playing for around 3 years and I have noticed a lot in gameplays from me and others either on youtube or during my own matches that Yasuo's Q DOES not proc the on-hit when he is stunned, EVEN when his Q is all the way out. Is this intentional or it's a method to keep him from being overpowered ?
