[CLIENT] Banning Blitzcrank Twice

This bug report is concerned with the fact that I experienced a Normal Draft match in which Blitzcrank was banned twice, once by both teams. I have yet to try to recreate this bug, but I recall the original event happened rather quickly - blue team banned Blitzcrank and within milliseconds the red team banned Blitzcrank, so it may have been an issue in which data wasn't properly received or sent.

Regardless of the bug, Blitzcrank could be a champion worth banning twice in lower divisions.
