why is Scorched Earth Renekton before Pool Party Renekton?

Pool Party Renekton = 2013 Scorched Earth Renekton = 2014

I think it may have something to do with that skin taking a million years to come out. Although it came out in 2014, the skin popped up on PBE in 2013.
