[GAMEPLAY] Ziggs Animation Is not Visible

I was playing ARAM today and the enemy team had a Ziggs; all I could see of his abilities was what looked like a bouncing flame. The bug persisted for the duration of the match. See link for review. See minute 2:58 for best view.
