Why can't my loading screen go past 43%??!?!?!?!?

So,I logged on to a game of league today, expecting to play Zed, as he is free week.So I got in the game csing and doing my poke, then my computer shut down.I went back to that for 10 minutes or less just to get to the loading screen,now it will not go past 43%. The ping number is at 42 in case you are wondering.However my internet has been up the whole time,now I will get raged at by my friends and probably have a leaver buster for doing nothing much wrong.
