[GAMEPLAY] Lux Q Bug

I was playing a game of Lux in ranked (with the new Lunar Empress skin on) and while being tower dove by this Veigar I tried to Q him but it appeared to go right through him. I've been playing Lux long enough that I'm pretty sure that should've hit him but maybe I'm going insane. If it was supposed to hit him it's both possible it could be a bug or he was cheating in some way. Thoughts?
