Count down champ select

This is a problem I have had for quite some time and it is very annoying when I try to play ranked. It went away for awhile but now it is back. When i get into champ select I pick my ban and am waiting to pick my champ however whenever the person before me is picking it never gets to my turn to pick. In the main game it does but not for me. For me the counter reaches 0 for the player before me whether they are on my team or the enemy team and it just stays at 0. The little animations and sounds still go for me and I can use the chat and everyone always says its my turn to pick and the counter is going down yet the lock in button never appears and I end up "dodging" because I didn't select my champ. This has caused me quite a bit of lp and even some promo games in ranked and it is very annoying. And before anyone says that it is my connection believe me it is not. I have gone over everything and have no problem with the 100 other games I play.

Anyone else having this issue?
