[BUG] Yasuo Particles still missing on high noon skin

a while ago yasuo had a skin update making project yasuo aline in terms of animations with the other skins making the skin smoother. im surprised no one has touched the subject of missing particles.

this article have everything regarding the high noon missing particles in it. the change is huge and its sad for me to not use that skin only because the particles take a lot from the skin.
