Can't create new rune pages AT ALL. Unplayable.

This has made the game unplayable for me & I can't find a fix anywhere. I cannot create new rune pages at all. They won't save when the game starts. There is this red caution triangle on the rune pages. How does this happen on such a simplistic UI?
