Can't create new rune pages AT ALL. Unplayable.

Please for the love of god someone help me.... the game is unplayable... I can't create or use any new rune pages. I can only select the preset ones.
I did a new install PLUS I used the full repair tool. Nothing has helped. What is happening ...
