I barely started to play on this account again recently and apparently I can't get loot?

I have no chat restrictions, no suspension.

I was chat restricted a long time ago, I think, but that was a long time ago.

I am posting this because I read that it was a bug and you are only supposed to get that message during your punishment, which again, I am not going through a punishment.

It's actually not a bug. Even after you serve your punishment, you still need to go through a time period afterwards to show that you have "reformed." Unfortunately, there really isn't any information on how long that time period is, just that it's not a fixed amount of time, it will be different from player to player.
