Well I got veigars and mundos legacy skin,so they both have that little icon,but why it isnt at same possition at shard?

Mundo puts icons where he pleases apparently. We'll need to have a chat with him.

You can get those skins. Limited availability skins cannot be earned(Ex: Riot Singed , Championship Riven )
