Evelynn Q cooldown.

I tried out Evelynn today and I noticed that although the tooltip says that the cooldown of her Q is 1.5 seconds, in game, the cooldown was 2 seconds. I noticed this while I was clearing the blue buff, but I am unaware whether it applies to champions as well.

It was 1.5 seconds for me. Maybe you should reconsider those cooldown increase runes
