When playing ARAM with vladimir he never starts the game with full health. He's always +-100 health short. This happens to me ALWAYS when I play ARAM with him. And no, I didn´t accidentally press E or W.
I noticed this aswell. It's because of his passive. If you buy AP his max health increases. Not sure why it is missing though since Singed doesn't have the same problem with mana for hp. Probably just overlooked because on Summoner's Rift the fountain will just heal you right away and no one really buys Seraph's or RoA on Vlad which would increase the health over time as you gain ap. Usually not a big deal because of natural health regen and early Qs.
