Windspeaker's Blessing - Keystone text confusing people

In the mastery pages, it seems clear that Windspeaker's Blessing affects yourself, and does a bit more if you shield or heal an ally. However, the Keystone tooltip text indicates that Windspeaker's Blessing only does anything for allies and not yourself. Please clear this up, since it has caused arguments in game.
