Jayce Ult Freezes Screens

So within the latest couple of patches I have noticed that whenever Jayce ults it will cause low end PC/Laptops to freeze for a second. After it freezes the game returns to its regular FPS ( never resumes to a significantly lower FPS). This makes it extremely difficult to play the game when there is a Jayce since he has a low CD on ult and uses extremely often. This has happened not only to me but to friends and family that play the game on low end PCs. I have everything on low with no programs other than essentials in the background.
