[NEW CLIENT BUG] I can't use the Practice Tool?

Perhaps I am not reading it right, or maybe I am an idiot, but I was led to believe that the practice tool would be released on Patch 7.3 and my client is currently on patch 7.8-4268900.4333967 and I can't use the practice tool? It tells me that the category isn't available, am I missing something here?

I'm getting the same thing. I've been on the new client for a while now, and the practice tool has always worked. Just not working right now.
