[Gameplay] Teemo not consistently getting the home guard bonus.

Often after the 20 minute mark when I should get the homeguard bonus Teemo does not get it and even returning to the fountain does not grant the effect.

I can recreate this at anytime by pressing W and then trying to run. It appears that I have the effect but do not get the actual bonus. This happens in every game.
