[CLIENT] "Play Ambient Sounds" sound effect in Settings > Sound has no effect

The ambient sounds play regardless of whether you have that option checked or not. The only way to disable it is to turn off client sound effects entirely, which is what I prefer over a constant swooshing and clanking that plays 100% of the time the client is open (while idle, in lobbies, during match loading... always). This option used to work. Please fix it.
