Mouse Jumps around the screen

Every 10-15 seconds, my mouse will randomly jump to another part of the screen, both in-client and in-game. This problem occurs only when gaming (and only for certain games like LoL and Overwatch).

I'm running Windows 10 on Dell XPS 9570 with 4k touch display and a wired mouse. The issue isn't with the display or trackpad since the problem persists even when I disable both.

The mouse works perfectly on other devices.

EDIT: It seems that LoL refuses to use my NVIDIA GTX 1050Ti and instead opts for Intel graphics. Right clicking the .exe file and running with GTX still results in Intel graphics being used. It doesn't let me right click the .exe file and set GTX to preferred. Going into the NVIDIA control panel and setting GTX to be preferred still results in the game using Intel graphics.

EDIT 2: Got the GTX to work. Intel graphics capping at 100% was not the cause that I suspected. Mouse problem persists.

EDIT 3: Used a different mouse on the same computer. Problem still occurs. Used the same mouse on a different computer. Mouse is fine.
