Im reporting a bug (scuttle)

When using the practice tool the game starts there are 2 scuttle crabs on each side of the river, when they are both killed it starts a timer for 1 to spawn on a random side. if you use the restart option however it goes into the timer of 1 respawing instead of starting with the 2 on each ends of the river. I would like to see this bug fixed as i have close out and start a whole new game for both of them to spawn.
