I know its four months old but I recently had this bug. Make sure to disable any game overlays like discord or steam. I had the same issue and its cause was discord overlay malfunction. I disabled it and i'm back to playing normally again. For anyone who may find this page with this issue try that.

hey so finding out, when i disabled overlays from discord and NVIDIA i tested it going into custom games 15 times just for safety measures, because a scientist doesnt just test it 3 times and be like "yep its good" so i tested it 15 times and no problems with my cursor anymore, i believe it is the overlays right now and they should fix it. We can fix it on our side but what if we want to use XSplit to stream or record, or use NVIDIA Shadowplay to stream or record etc etc... you know what im talking about? So i help this helps out a lot :D

I just read this since I rarely visit the board unless im waiting for a specific answer, but yes in-game overlays create this "bug". I had discord overlay on and it somehow f'cked up the game every time i right clicked.

Gonna go with the most basic thing first. Sounds like one of the keys on your keyboard is stuck. Try pressing evey key and seeing if that is enough to unstick it. If you have access to another keyboard, give that a try and see if the problem persists.
