[GAMEPLAY] Rakan unable to re-cast Battle Dance when he is out of mana

When attempting to re-cast Battle Dance (E) on Rakan with less than the cost needed to cast it initially (60 / 70 / 80 / 90 / 100 MANA), you get the out of mana symbol over the ability icon and you're unable to re-cast the E, even though its supposed to be able to be re-cast without mana costs.

1. Get low on mana (just enough to cast E)
2. Cast E

Happens every time, r/rakanmains have been coming across this issue as well, skins and items don't matter.
