[Gameplay] Darius' hemorrhage procs one additional time upon expiration

I've been hesitant about giving away this bug for some time, because at one point Darius was the only champion capable of going even with monsters like Irelia and Trundle. Now that that seems to be changing, i figured it might be safe to inform you of this bug/exploit, which will be considered a nerf once fixed.

The bug: Darius' hemmorhage ticks one additional time upon expiration, regardless of which tick it was previous on. In effect, this means his target will take an additional 12 to 150 damage than intended, which is a pretty sizeable amount.

EXAMPLE: If you have been skirmishing with Darius for a while, he gets to re-apply his passive. Lets say hemmorhage is applied to his target for 6.2 seconds. Darius target will then take damage seven (7!) times, despite the debuff only being applied for six seconds. This doesnt only count for round numbers, however. Count it yourself!

STEPS TO REPRODUCE: Hit a target five times to trigger Noxian Might, then watch as the target takes one extra instance of damage upon buff expiration, even if they have just taken damage from a tick. This seems very unreasonable to me, because in essence it makes it so that you can in extremely short succession take two basic attacks worth of damage. (Often simultaneously, as well) I believe this is unintended as the final tick does not align with the ones preceding it - To explain it in a counting manner, it strikes the target like this: 1 - - 2 - - 3 - - 4 - - 56.

This might not make it seem like much, but this is why so many players are often surprised when dying to Darius bleed. It's part of the meme that you'll ALLWAYS die to the final tick of Teemo's poison, or Mordekaiser's ultimate. I havent tested wether the bug applies to them as well.

I hope someone can look into this and not simply brand it a "feature" to lessen the work load of the champion balance team. As a Darius main i want the champion to require a little more skill to succeed with than he currently does.
