[GAMEPLAY] Bot does not load in custom game

This only happened in custom games on twisted treeline. Bots sit in the fountain and never start playing or buy anything. They are without any summoner spells (summoner spells are present in loading screen). It happens with beginner and intermediate bots on allied or enemy team. There is only one "afk" bot per game. This bug happened occasionally (2 out of 5 tries) when there are one player and the rest bots (full teams).

1. Create custom game with only one player and the rest bots on twisted treeline map (normal).
2. Load into game.
3. If a bot doesn't have summoner spells it won't play.
