god skin garen possible bug?

I've been noticing a few games where when using the god king Garen skin my Q or R doesn't activate when pressed. It works most of the time but randomly it will not activate (i've noticed it about 4 or 5 times). Also I want to note I hold down my shift key for quick cast but that hasn't been a problem ever for me with abilities not working.

Here also is video where when I was on top of the reneketon and spamming my R and it was not going off. About 5 seconds later it does go off and I do end up killing him. This didn't effect the outcome of the game because we ended up winning. Also checked my keyboard and it's perfectly fine. I dunno maybe it's me but it's happened enough times where I feel it might be the skin. Didn't have this problem using other skins.
