Not lagging..?

So I'm been getting this weird glitch ever since the new patch. I don't know how to search it or fix it because it's not lag. Basically the game will just stop working. I can move, minions are moving, my team is moving. But I can't attack, or maybe I am attacking but the animation just isn't showing, not sure. I can chat, I can voice chat. I can teleport back to base, but the animation is not there. Last game I go up to a bunch of minions and was about to kill them when it happened. The minions lost their health but they were still there. My ping is 27 and my FPS is normally around 150 ish. So I'm not lagging. I tried lowering the settings down to medium and low, and it didn't help. If someone could lead me to the right direction that would be awesome, because it's ruining the game for me.

Also I'm sorry if someone asked this before, I guess I just couldn't find the topic. Everything I've found sounded like lagging which is not what is happening to me.
