Ally not connecting but not allowed to start a remake

We all get in. Aatrox moves to the center like someone who dcs. At 2:30 he still hasn't moved or bought. And a notification says that he has left the game. Then at 3 minutes we aren't given the remake option. 3:30 we weren't given it. He didn't reconnect till 4 minutes.

This intended? Because if so this is garbage. I just lost my first game in my series in Plat and my whole early game was shot to hell because I had to sit in his lane to make sure free plates aren't going over.
