[GAMEPLAY]Galio sheild doesnt proc additional affects

When using galio, his sheild does not proc the mastery "winspeakers blessing" as well as the item "ardent censer" I am sure any other additional sheild buffs would also not proc on galios sheild.

Although ive been told Galios sheild is more of a buff, but in the description it says shield. these changes can help galio in a big way.
